| 通过对灌区农业节水现状及存在问题的分析,总结了主要的农业节水措施及在生产实践中的作用。比较了美国、日本在农业节水和灌区土地利用方面的经验并讨论了其对我国的启示。从土壤质地、土壤生态、农田水循环、土壤环境、灌溉面积、土地经营规模等方面就灌区农业节水对土地利用的作用机理进行了较深入的剖析。提出了应充分重视土地的可持续利用和灌区的可持续发展,深化灌区管理制度改革,明晰农业水权,科学制定农业水资源规划以及加强灌区技术进步等政策建设。 |

| The paper illustrates current condition and existing problem in irrigated regions of China, explains main contents of water saving agriculture in irrigated regions, points out reference significance through the comparason of the United States and Japan with China about water saving agriculture and land use, land quantity, environment, irrigating area, land operating scale etc, analyzed deeply influence water saving agriculture land use. Putting forward some proposals, it emphasiz sustainable land use and sustainable development in irrigated regions through deepening irrigation management reforms, clarifying water property, working out scientific agricultural water resource plan, and enhancing the research on technical advancement in irrigation regions. All these measures can promote land sustainable use and sustainable development in irrigated regions. |
