| 采用参与式方法,就安塞县大南沟流域的土地利用、社会文化教育以及居民对生态环境建设的意见和建议等进行调查,然后以调查结果为基础,就不同退耕方案对农户收益影响进行预测和评价。参与式调查研究的主要内容有:1流域中不同类型土地利用方式的适宜性;2受欢迎的经济林树种序列和生态环境建设适宜树草种序列;3提高土壤肥力和防止土壤板结的施肥方法;4基于效益原则的水土保持措施评价;5生态环境建设方案(">25°退耕方案"和">15°退耕方案")以及将引起农户经济收入变化的预测和评价等。调查发现在生活出路上选择能力更大的农民有可能真正拥护退耕还林政策,政府部门在规划时应切实考虑该地是否具有改善经济结构的可能性,规避政策制定和实施过程中的盲目性。 |

| The paper takes the Danangou watershed located at the typical hilly-gully region of the Loess Plateau as subject of case study, introduces the approach and results using the integrated participatory method to investigate the environment status and development in future, and looks into the farmers' perspectives and perception of environment construction. The aspects investigated included population, land use change, land policy, climate, economic income and soil conservation and society, sanitation and education. The results were as following: ① the suitability of crops, orchard plots and arbor, bushes to manifold landform types. ② the species of cash trees and arbor, bushes preferred by the farmers in environmeut construction. ③ the fertilizing method to improve soil fertility and prevent soil compaction. ④ the evaluation of the soil conservation measures in terms of the criteria of benefits and the foresight. ⑤ two plans of environmeut construction: '>25° land conversion' and '>15° land conversion', and estimation of the landholders' economy influenced by the different plans in future. The application of participatory method proved to be successful. The investigaton results directly coming from the farmers were full and reliable, offering the rational advices to the government when they made concerned policy for the study area, even the Loess Plateau, and avoiding the blindness in implementing the policy in practice in most cases. |
