Abstract:
      According to the four years investigation data for the 800 farmers' families and 120 lateral canal contractors in Nine Irrigation Districts of Guanzhong Region, Shaanxi Province, the management system reform, water fee collecting methods at the last canal level and reasonable utilization of the water resources have been discussed. Through the analysis with yearly water charges and incomes per unit area under the different reform models have showed that the management system reform in Guanzhong nine IDs were success. Point to the three major water fee collecting methods as depended on water used volume, or irrigated areas or by the water supply contract that was carrying on each ID at present, have analyzed the existed problems, suitable condition and the advantages, disadvantages each-self and so on, also put forward the related improving ideas versus the existent problem in the irrigation water management at present.
