| This paper proposes new concept for conversion of eco-environmental resources from unvalued resources into valued resources and comments that eco-environmental resources could be realized their commercialization through commercial exchange.This paper also suggests eco-environmental protection and construction could be managed using market mechanism system.The author considers that the new concept could be applied into constituting and revising related laws,regulations and po1icies,establishing new management system,seeking implement measure. |
